Regeneration is the process of investing in a neighbourhood to improve homes, community facilities, public spaces, and opportunities for residents. It often includes:
• Building or refurbishing homes
• Improving parks, streets and shared spaces
• Supporting local services like youth programmes, employment support or community activities
• Working closely with residents so changes reflect what the community needs and values
We are replacing the  Cussins-built properties, which were fast-built, steel-framed homes constructed in the immediate post-war period. These properties  have a limited lifespan due to their steel frame. Repairs are needed more often as the homes get older , and insulation does not meet modern standards for warmth and comfort. Because of the way they were built it is also  difficult to bring them up to todays   safety and energy efficiency standards.
We are regenerating so that we can:
• Provide better quality homes
• Deliver more energy-efficient properties
• Improve the housing mix so homes better meet residents’ needs
• Create layouts that are easier for people with limited mobility
• Improve amenity areas across the estate
The project is currently in its early stages. A detailed timetable will be shared as soon as plans are confirmed. Regular updates will be provided through newsletters, meetings, and online platforms.
Before any properties are demolished, Clarion Housing Group will carry out a detailed Housing Needs Assessment with you. This will consider household size, medical or mobility requirements, support needs, overcrowding, and any other relevant circumstances. The assessment will be reviewed every 12 months.
If you are living in overcrowded conditions, your rehousing will be assessed in line with your housing need as defined by Rugby Borough Council’s Allocations Policy. The size and type of property offered will reflect your assessed housing need at that time.
You do not have to remain in Bilton or Rugby if you move out temporarily or permanently. If you would like to be rehoused in a different area, please inform your Regeneration Manager. We will consider availability within Clarion’s stock and options through the local authority bidding system.
Yes. Any resident who is required to move off the estate or more than once, will have the right to return but we aim to keep this to a minimum.
You will be rehoused during demolition and given the option to return once the new homes are built. You will receive full details and plenty of notice before making your decision.
When you move out, you will receive a Disturbance Payment to cover moving costs and a Home Loss Payment. Currently, the Home Loss Payment is £8,100 for Clarion tenants (reviewed annually by Government). Any rent arrears will be deducted from this payment.
Yes. Clarion Housing Group will cover the full cost of removals to your temporary property, removals back to your new home, and secure storage if required.
The rent will depend on the property offered. However, if you currently pay a social rent, your new home will also be charged at a social rent.

Be part of a team of residents who regularly meet with Clarion and the design team working on the project.
You will help to monitor the progress of all aspects of the regeneration project, from design and construction, through to the letting of new properties, plus all community events.
If you are aged between 13 and 20, this is your chance to have a say in what your likes and dislikes are about your estate and be part of a group that helps us to make improvements to the future of your estate
